What is a Certificate of Origin?

A Certificate of Origin (CO) is a critical document in international trade. It certifies that the goods in a specific export shipment were wholly obtained, produced, manufactured, or processed in a particular country. This certificate is a formal declaration by the exporter and is often required to meet regulatory or contractual obligations in the destination country.

Chambers of Commerce have played a key role in issuing non-preferential Certificates of Origin since 1898. Their authority was formally recognized by the Geneva Convention of 1923 and reaffirmed by the Kyoto Convention, which designated Chambers as competent and trusted third-party entities for issuing COs worldwide.

COs are used globally to:

  • Determine import duties or tariff eligibility based on trade agreements

  • Comply with customs regulations in the destination country

  • Fulfill terms of letters of credit or trade finance agreements

  • Satisfy buyer or importer requirements
